Future of Tobacco Control - UK

The UKTRF has made a robust submission to the Department of Health, arguing against the possible removal of tobacco products from display in duty-free shops.

On 31 May 2008, the Department of Health issued a major consultation document on the future of tobacco control. The consultation paper focused primarily on potential measures relating to the domestic market, especially those to protect children and young people from smoking, and on other initiatives to encourage people to stop smoking.

Most of the proposals in the document have no direct relevance to UKTRF; however there is one principal measure which would impact directly on duty-free shops in the UK, namely the possiblity of further restrictions on the display of tobacco products. The paper proposed three options for the display of tobacco products in retail environments, the most stringent of which would require the complete removal of tobacco products from display.

Because of the severe impact that these proposals could have on duty-free shops, the UKTRF duly submitted a formal response to the consultation on 4 September 2008. The paper argued that no change should be made to the current arrangements for the display of tobacco products in duty-free shops, for the following reasons:-

1) Duty-free is a unique retail channel, with no sales of duty paid tobacco for the domestic market, and hence it would be inappropriate for any further restrictions to be applied.

2) Duty-free shop operators are already voluntarily taking steps to minimise the visibility of tobacco products.

3) Further restrictions on the display of tobacco products will simply lead to a transfer of sales to other airports both in the EU and worldwide, and hence seriously undermine the competitiveness of UK airports.
